A new CRS report, Vulnerable Youth: Background and Policies, is attached.

The report provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents, including a discussion of the concept of "disconnected" youth. The report also summarizes the evolution of federal youth policy, focusing on three time periods, and discusses 40 current federal programs targeted to vulnerable youth.
